Allen Cheong is a seasoned capital markets and corporate finance professional with over 25 years of experience spanning investment banking, equity capital markets, and sustainability advisory. Chong Li Min, CFA, CA, is a Senior Lecturer at Temasek Polytechnic – School of Business. Li Min has over 12 years of industry experience in transaction advisory, investment analysis, and financial auditing, and she is passionate about developing the next generation of finance professionals through applied learning and an industry-relevant curriculum.
Prior to joining Temasek Polytechnic, she was a Senior Manager in the Transaction Services Finance department at PIMCO Prime Real Estate, where she provided financial due diligence, deal analysis, and accounting advisory for M&A transactions across the APAC region. Before PIMCO Prime, Li Min spent nearly a decade at KPMG, working across Transaction Services, Business Solutions, and Audit. As a finance professional with accounting qualifications, she specialized in financial advisory, analysing deal-specific financials to identify risks and opportunities that influence purchase agreement negotiations.

Dexter Tiah, CFA, has over 11 years of experience in investment and strategy, specialising in helping individuals and businesses achieve their financial goals. As a CFA® Charterholder and certified Financial Risk Manager, Dexter combines deep technical expertise with a practical approach to personal finance, empowering clients to make informed decisions.
He is currently a Portfolio Manager with NUS Enterprise, sourcing for early-stage investment opportunities and scaling existing startups within the NUS ecosystem. He previously worked as a Vice President, Strategy at Navigator Investment Services Ltd, and as an investment analyst for Tsao Family Office and UOB Asset Management.

Dr. Janet Liu, CFA, CAIA, CFtP, is a trainer for the CFA Program Level II Preparatory Programme at CFA Society Singapore. She brings over 18 years of experience across global markets, wealth management, and financial technology, and is currently the CEO of CapBridge, a Singapore-based capital markets platform.
Janet has held senior roles at institutions including OCBC Bank and Citi, where she was responsible for investment product strategy, portfolio positioning, and advisory across asset classes such as equities, fixed income, and collective investment schemes. Her experience spans both traditional financial institutions and digital platforms, allowing her to connect CFA Program curriculum concepts with real-world market practices, including portfolio construction, risk management, and client advisory.
In her teaching, Janet focuses on helping candidates build a strong conceptual foundation while developing practical intuition—linking core topics such as quantitative methods, asset valuation, and portfolio management to how investment decisions are made in institutional and client-facing settings. Kok Kah Fai, CFA, is Head of APAC for BCA Research, the industry leading independent investment research provider. The BCA research insights drive many of the investment management and asset allocation decisions across traditional asset managers, alternatives, wealth managers, banks and asset owners.
His prior experience included building out the Asia/APAC businesses for Rimes Technologies (a market leader in investment/ESG data management), RiskMetrics (ex-JP Morgan Risk Analytics now part of MSCI) as well as Bloomberg Portfolio Analytics (PORT). His subject matter expertise includes investment analysis, portfolio construction/backtesting and portfolio credit/market risk methodologies (CreditMetrics/RiskMetrics), including historical/predictive stress testing. He is also certified in performance attribution analysis including methodologies for equities, fixed income and balanced portfolio, as well as GIPS requirements. Kah Fai also delivers foundational financial literacy training via Credit Counselling Singapore and AIDHA.

Li Bingqiao (Lena) is a CFA® charterholder with a robust academic foundation in finance. She obtained her PhD in Business (Finance) from Singapore Management University (SMU) in 2015. Currently, Lena serves as an Assistant Professor in the Accountancy undergraduate degree program at the Singapore Institute of Technology (SIT), recognized as Singapore’s fifth autonomous university. Her primary research interests include Corporate Finance and Corporate Governance, where she strives to contribute valuable insights and advancements to the field. Before her appointment at SIT, Lena served as an adjunct lecturer at Curtin University’s Singapore campus.
In teaching capacity, she developed and taught a variety of finance modules, including Financial Management, Corporate Finance, Business Valuation and Analysis, and Introductory Economics. Phoebe Gao is an Assistant Professor at the Singapore Institute of Technology (SIT). Yeap Lay Huay has 15 years of industry experience across management accounting, financial accounting, and auditing, mainly in the banking sector. She has held roles at PricewaterhouseCoopers, DBS Bank, and Barclays Group. In her last corporate role as Vice President, Finance at Barclays Wealth AMEA (Asia, Middle East and Africa Offshore), she led the Business Planning and Analysis team in supporting financial performance reporting, strategic planning, and budgeting.
Lay Huay is currently a Senior Lecturer at the Singapore Institute of Technology, Singapore’s fifth autonomous university. She teaches financial accounting and sustainability reporting at undergraduate and postgraduate levels. Her teaching has been recognised through several awards, including multiple Singapore Institute of Technology Teaching Excellence Awards.
Lay Huay holds a Master of Accountancy (by Research) from Nanyang Technological University. She is a Chartered Accountant of Singapore, a Chartered Global Management Accountant, and a Chartered Management Accountant. In addition, Lay Huay is pursuing a part-time PhD, with research focused on auditor reporting. Her applied research and professional engagement span areas such as corporate governance and risk management. She also serves on the Singapore Accountancy Commission’s Learning and Assessment Committee for the Foundation Programme of the Singapore Chartered Accountant Qualification.

While independent self-study is a viable option, it requires a high level of determination and self-discipline. Our preparatory programme offers a structured, guided approach, especially beneficial for candidates juggling multiple commitments or those without a finance background.

Frequency of classes: 1 weekday class and 1 Saturday class per week. Duration of an intake is 4-5 months (inclusive of IBF assessments).

Yes. Eligible participants can use SkillsFuture Credits (SFC) to offset the nett fee payable. Applicants must indicate their intention and the specific amount of SFC to use during registration. Please note that only Opening Credit can be utilised. The Mid-Career Credit is not applicable.
The programme is accredited under the IBF Standards and eligible for IBF-STS funding. Eligible Singapore Citizens and PRs can receive up to 70% funding (depending on the eligibility funding criteria). Check IBF funding details for eligibility.
Missed lessons can be reviewed via recorded lectures on the Learning Management System, but these do not count towards attendance. No makeup lessons will be conducted.
You may use the Texas Instruments BA II Plus or Hewlett Packard 12C. The programme's instruction is based on the BA II Plus so we highly suggest using that model.

To meet IBF funding requirements, students must obtain minimum 75% attendance rate and pass the IBF assessment within 2 stipulated attempts.
